I am considering getting the AA credit card (which will earn me 60K miles) to then buy a one-way QR business ticket from IAD-DOH. There are only 4 seats left in business, and I cannot guarantee the space will still be there after I complete the minimum spend and receive the sign up bonus from AA.

But, I have around ~400,000 BA avios. Although avios charges 105,000 + ~$700 for the same ticket, can I book the ticket through BA, keep the ticket with BA until my AA miles post, cancel the BA tickets, and then book with AA miles?

In other words, do cancelled partner business class awards on QR go back into the inventory, or do they just 'disappear' after they are cancelled?

This is irrelevant. If you need to travel and cannot afford revenue fare classes, BA is your best bet now as QR is in the process of further limiting partner, esp. AA access to its awards. Likely only economy will remain and premium cabin awards should be booked via QR own program which was just conveniently devalued.

I can afford and buy a RT ticket in biz for -$3,500, but have hundreds of thousands of frequent flyer miles I never use, and since I have requalified for status I have no incentive to pay revenue fares. I am not interested in using Qatar’s own program, as with the new redemption rates I may as well just spend Avios. My question is: does QR partner biz award availability go back into the inventory if cancelled?

Theoretically, the seat would go back to inventory but there is no guarantee. If the seat is available, you could consider buying the AA miles outright from AA now, so they post now and you can book the ticket before it disappears.

I think you'd have better luck booking with BA now, maybe signing up for the AA card, and booking a 2nd seat (if available).

There's no guarantees that if you cancel the BA ticket the seat will go back into award inventory. @rickyw's suggestions are good.
